Clark - Sounds like the linkage coordinating the manifold butterfly valves and the starting valves in the head is outta whack. It's kinda fussy to set - best accomplished with service manual procedure and diagrams for reference. Another possibility: The fuel metering orifice inside the carb is plugged. So even though the float bowl has gas it it, none is getting thru to the intake manifold.
