Yes Clark - by "starting valves" I mean the smaller 3rd valve in the head that separates the main combustion chamber from the spark plug chamber. If the starting valves are staying closed then no gas/air mix from the carb can get to plugs and be ignited. A quick test is to pull a spark plug, then crank the engine with the decompression lever in the "start" position. A compression gage in the plug hole (or your thumb if it's big enough!) will register cylinder compression if the starting valve has opened properly. If the manifold butterflies can be persuaded open with the decompression lever in the start position, air should be flowing thru the carburetor while cranking - even if
the cylinder starting valves are staying shut for whatever reason. A test for carburetor flow is to crank the motor for 10 or 15 seconds with the choke fully applied, then take a sniff inside the exhaust stack. If the carb is flowing gas into the engine, you will smell it. Also note: That starting carburetor is relatively simple - despite the cost of repair parts! If you are reasonably patient you should be able to make a decent replacement bowl gasket with a piece of gasket stock and a little quality time with an Exacto knife. Good luck!! ...Bob M
