I need some quick help

I recently purchased a Allis Chalmers WD 45 (1955 model) and am trying to get it running. I had the starter rebuilt and put it on and it wouldn't do anything, I took it back and they checked it and assured me it would work. I have tried now again and it doesn't do anything. I have power to the starter and I replaced the push button on the starter and it still doesn't work. I took the bush buitton off and touched the hot cable to the starter directly and nothing, Is there a safty switch or something that I am missing? I have the tractor in neutral and the hand clutch disingaged. thanks for any help.
