You check to see if you have good clean mating surfaces on starter and bellhousing. New paint on both surfaces or rust will act as an insulator and not allow good ground from starter to the rest of the tractor. Put a jumper cable from your neg post on battery to starter housing then try the starter (Use this if you are using negative as ground to the chassis)!!!!
