Ford 6600 - PTO Problems

Hi, I have a 1981 Ford 6600, about 2500 hours on it, in pristine condition - I bought it last year, and the PTO does not work properly, although the guy that I bought it from told me that in advance. The problem is that the PTO spins all the time, and when engaged, it does not provide sufficient power to drive machinery (i.e. mower conditioner). That is, it spins a little, but only a couple of turns and then stops. To me it seems like the clutch is not disengaging. I've called into the nearest NH dealer, and over the phone told me that the PTO clutch likely needs to be replaced, and the tractor would need to be split - and it would cost between $1500 and $2000 (Canadian) to do this. My questions are: 1) considering that the guy before me never used the PTO, does it seem surprising that the PTO would be buggared up? What else could it be? 2) I only paid $6000 Canadian for the tractor (no FEL or cab), and like I said she is in mint condition outside of the PTO - worth sinking an additional $2000 into or....?
