I would add to what RickB said that if the PTO will not drive a mower conditioner then the low pressure pump is likely not working. The PTO and Dual Power if equiped run off a low pressure hydraulic system. The pump is built in to the main pump in the RH side of the tractor where the hyd filter screws on. Lack of pressure would also cause the brake band not to lock the clutch pack from spinning when in the off position. If you bought an otherwise good condition 6600 for the price you say then you got a real good deal. If it would cost that much to fix then it would be worth it. That estimate seems a bit on the high side but they probily did not want to undershoot it, later on do the work and hand you a much higher bill. The pump is easily removed from the side of the tractor and a straddle mount tractor takes little time to acually remove the PTO clutch pack as it can be removed from the top by pulling the 3point lift cover off.
