Probably needs the PTO brake band replaced. As he 'never used the PTO' The brake was applied all the time. Not that that made it fail, but the brake band has 2500 hours of use and they are known to be weak. It is possible, but unlikely the whole PTO clutch needs to be replaced. I would replace the piston seals and all other 'soft' parts while it was split though. This is a safety issue, and your choice. Fixing it would make a 'pristine' tractor out of what is now an 'otherwise pristine' tractor.
