540 1000 pto speed

A friend of mine bought a new mower that is a 540 speed pto. He complains that it turns too slow and slows down his mowing. He asked me if there is an adapter to change his 540 speed mower to 1000. I have never heard of changing implement speed, I have only changed the tractor pto speed to match the implement. Is it possible and/or safe to change the speed on an implement?
