Where to place axels on a flat deck trailer ???

I've noticed that different trailer manufacturers don't always seem to be consistent with the locating of the tandam axles on their trailers. Some are noticeably forward and others I'd say towards the rear. Then again, some seem almost centered. Is there any rule of thumb taking into account the deck length and hitch length as to where the axels should be? What factor(s) determine where the axels should be?
