I've measured several flatbed utility and car hauling trailers in the 16' range. I found that the center of the hanger of dual axles is placed between 53% and 56% back from the furthest point forward of the bed, based on the total outside length of the bed. Therefore a 16' bed would have the hanger centered at 8.48' to 8.96' or 8'-5 3/4" to 8'-11 1/2". There is a two volume set of books that were written by a man who worked at a trailer manufacturing plant. They have lots of info and actual plans for building trailers. Check the library or internet. JC Whitney did have plans, too.
