12 volt light problem

Today I wired up the lights on our 706 but they wouldn't work so I got out the test light and to my sirprise both terminals on the bulb had power. The wires are hooked up right, I though the new paint might be messing up the ground so I ran a jumper wire to ground it and it started to smoke so the ground isn't the problem. How could the grounded side of the light have power without lighting up the bulb, both lights in that fender were this way.
