Cliff You got an open ground. The reason you got smoke when you put the jumper wire on is because you put it to the wrong terminal, try the other one. Also do you have the lamps with screw terminals or plugins? If you use your test light and touch each terminal and look closely at suspect light you will probably see the element glow a little, also the test light will be dimmer on one side of the suspect lamp, this is the side that you want to ground. if you don't have this there are other problems.
