Sounds like you have it wired right if you are using original lights. If you are using a after market light, they could be one of 3 types. One type has a frame ground on the mounting post and only one wire going to the light, Some times they run a extra wire (1-red, 1-black)black one to ground the mounting metal when they are mounted on plastic or if the mount has plastic treads. Another type can have a duel pin light bulb(high/low-beam)and use a wire for each pin and the mount grounds the base of the bulb. Which type are you using? Look into the bulb base and see if there is 2-pins that touch the botom of the bulb. If this is the type then that is probly your problem and the 2-wires are supposed to go to the switch and the frame grounds the base of the bulb. Also are these Head Lights or Tail type lights?
