Question about cutting saplings with brush hog.

I need to cut some hedge saplings with my brush hog. I plan to back into them with the cutter due to their thorny nature. Which would work better? Keep the PTO rpm's low so as minimize drive line shock when the blades hit the saplings, or keep the PTO rpm's high so blade tip speed and momentum are working for me? Opinions would be appreciated.
