It's still not a very big photo so it's hard to see detail. But, there's no oil pump involved. That is the add-on water-pump kit installed on a thermo-siphon engine that originally did not have any water pump. The magneto gets removed from it's original location, and the water-pump gets stuck in the middle of the mess. So, in the photo - you've got the original magneto drive flange on the left, the added water pump in the middle, the the magneto on the right. You could take out the water pump and just bolt magneto back to its original place if you wanted to.
