1466 Int/Farm No oil pressure

I have a 1466 International Farmall diesel. Over the past couple of years, I have had problems when I start the engine, the oil pressure would not come up. But all I had to do is shut it off and restart it and it usually would come up, sometimes I would have to do it several times. The last time I tried to start the same thing, but I tried restarting many times and it will not come up at all. I took the oil pan off and expected to see the oil pump and the bottom of the motor, but all I see is a pickup tube. I am getting ready to order the service and parts manual from yesterday's tractors. Can anyone give me some advice? Where is the oil pump located? Any idea why the pressure will not come up or comes up intermittenly? Thanks, Walt
