Ford Jubilee

Found what I believe is a 54 Jubilee, evidence is hood ornament. Lady said I could play w/it before I buy to be sure engine turns over. First looked for key/key hole....could not find one..how in the world do you turn it "on"? Then thought her late husband might have eliminated key..ok, where is the key hole? In guage package is what appears to be a horn button?? Original? It has been converted to 12V but that has nothing to do w/trying to turn it on. Help is needed here.
