engine problem....help?!

I removed the engine from my bobcat (M600 Wisconsin VF4 engine) to install a new clutch. thinking I would be safe (and not sorry) I marked and removed the distributor to avoid breaking it when removing the engine. I reinstalled engine, retimed the distributor, now engine surges at idle and "hunts" under load...so retimed engine, changed plugs, rebuilt carb, ran good for a while ( but still not as it did prior to engine removal) shut machine off for two hour, returned and find it now surgeing at idle again. Also, voltage gauge is NOT showing a charge when running ( as it used to) My plan at this time is to replace fuel filter, rotor, rotor cap, points and condenser,plug wires and try it again. Question: since my voltage meter is not showing a charge, could low voltage cause the engine to surge?? Any other ideas are welcome Thanks
