I agree with Mark (aka txblu): You've probably got some crud in the fuel system. My experience is that surging is usually due to a plugged idle circuit passage in the carburetor. The engine can't idle, so the governor tries to compensate by opening and closing the throttle. Locate the idle passages and run a fine wire through them. If your battery has enough juice to crank, it has enough to generate a spark.
