8N won't start

Gentleman, hopefully one of you guys can help me. I have a ford 8n 49? that I have been trying to get running all summer. I wore out the starter trying to get it running and had to have it rebuilt. New points, new plugs,have spark. I took off the intake and tried with starting fluid but it would not start. I tried pull starting it and it sounds like it might start but never did. the carb is clean, I get smoke out of the exhaust but it won't start. I don't think the plugs are getting gas. When I try to start it I get gas out of the backflow drain hole in the carb. Do I need to take of the exhaust manifold to see if there is some sort of obstruction? Could it be that the motor is ceased? It ran fine last year. Any thoughts?
