If you know of any mechanic that works for $10 good for you! Around here it's $75/hour from the time they leave their shop until the time they get back. I disagree about the "two things". They need four things... 1) Compression 2) Timed valve train 3) Timed & strong ignition 4) Proper gas/air mix I'd do just like you said, look for wet plugs. If they are, I'd first suspect the ignition system. A fat spark outside the engine is meaningless; a weak ignition system (coil, condenser) can fail when under compression. I use a spaek plug tester to see if the plugs actually fire in the cylinder. Next step is to remove the valve cover to check valve operation or do a compression test; either will verify/deny proper valve train operation. I wouldn't discount the fact it ran last year but parts do break... a broken cam or timing chain can cause exactly the symptoms he's having. If the plugs are dry, it's obvious where the problem is.
