Don't know what the "backflow drain hole" is, but your tractor has three filters; one in the tank , one above the sediment bowl, and the "secret filter" in the fuel inlet elbow at the carbretor. With the gas valve full open, remove the plug at the bottom of the carburetor. Fuel should pour out like a cow peein' on a flat rock. If'n it doesn't, you need to go back through the fuel supply circuit and find out what is plugged up.If it does have plenty of fuel, you'll need to check the float setting by removing the carb, but check the aircleaner and ignition system before you remove the carb. While you're at it try to start it with the air supply tube from the air cleaner disconnected so you don't tty to draw air through you air cleaner. If it starts, your air cleaner is overly restricted and needs to be cleaned. You said you have spark. Is it a nice fat bluish white spark? Ifn' it ain't, then you need to make sure your ignition system is good. Make sure all the connections between the battery, through the key swich to the coil are clean, bright and tight. Make sure you have battery voltage on both sides of the key switch with the key in the on position. If you don't replace the key switch. Make sure you have the correct voltage at the coil when the points are closed.Check your point setting again. Report back on what you find.
