Should Seatbelts be mandatory..??

Where does the limit of safety come in to play..? I saw a JD "A" at Plain City, Ohio..
This Guy's wife was pulling it, and it was a POWERHOUSE..!!
At the 220 ft mark, she lightly touched the rt brake, and it suddenly went into a DANCE--leaping from one rear wheel to the Other..she was ALL OVER that tractor...
Somehow, she got the clutch out before it threw her off...
Wonder how far it would have gone if she had not got it stopped..???
Maybe we have exceeded the reasonable limit ..!!
Should seat belts be mandatory..??
