No seat belts should not be mandatory. If the tractor in question had gone over, the driver would have been cinched in,unable to jump clear. To use a seatbelt there must be a ROPS,I don't think a bunch of farm stock pullers want to be legislated into putting A ROPS on a tractor that was never designed to have one. If they,by their own volition decide to install a ROPS and seatbelts more power to them, or if the tractor was originally equipped with them, then use them if they so desire. This also mirrors my opinion of mandatory seatbelt laws,its up to the person in the seat,not some goody-goody looking out for everybody elses interests so they can get a warm fuzzy feeling.
