F-20 running rough

This past summer I bought a derelict '34 F-20. The engine is a replacement block, cast in 1945. the head is a '39 item. The governor is one of the changeover units that were available from TSC, CT, etc. It has a late F-4 mag and the usual Zenith carb. The manifold is a gasoline replacement manifold. It was stuck but the sleeves were usable. The head required new guides. A neighbor and former IHC mechanic went through the mag, it is hot. The motor starts on the 3rd crank. The problem is: it runs rough - won't smooth out, especially at lower speeds. It also backfires through the exhaust on occasion. It's hitting on all four. Turning the idle mixture adjustment has no effect. If I need to get back in the carburetor what do I look for? Or is there something else I need to look at? Adios, Dick B
