is it starting real hard?if this is the case,it could be the timing is 180 degrees off. when you have the pump off you will see a dot on the end of the injection pump shaft and also in the injection pump.these need to be aligned when the pump is installed.also you may want to remove the check valve in the top of the injection pump where the return line fastens to the pump.if it is clogged with dirt,clean it out,reinstall,and it should be okay.if it is clogged with rubber or plastic-like material,ti means the governor ring went out in the pump.if this is the case,it will still run rough and smoke blue.good luck
