the governor ring is located inside the injection pump.it will need to be removed from engine for this procedure.the injection pump will need to be dissassembled. first remove top cover of pump second,the throttle linkage will need to be removed.oyu will see a clip similar to an eclip on throttle shaft.pull it off, remove shaft. third,remove spring under throttle shaft by removing bolt towards rear of pump.alsoremove metering valve,it is the little lever the spring hooks into. fourth,remove three plugs from bottom of pump take care as the two facin each other will have springs behind them.after removing smaller plug facing down you will see a ball-like bolt with a torx head.this requires a special wrench for removal. fifth,remove the two other boltsthat hold it together,one on either side towards rear of aluminum housing on pump.pump should now slide apart,and you will see goernor ring. if you do not feel comfortable performing this operation,you may want to have an injection pump shop take a lok at it.also for more info you could search archives on this subject.good luck
