The insulators on the stud that "feeds through" the distributor housing commonly get damaged and short out on those distributors. With the points open, you should be seeing battery voltage on BOTH primary coil terminals. If not, the insulators I mentioned are shorting out, the condensor is shorted, or the points are somehow defective. The insulators are still available from CNH.
