Diesel Engine Issue

CASE 480D 4CYL WITH 155747 FUEL INJECTOR PUMP.

ENGINE STARTS GREAT, BUT WILL ONLY GAIN A FEW HUNDRED RPM THEN SLOWLY DIES WITH THROTTLE WIDE OPEN. WILL RUN FASTER IF THE GOVERNOR IS HELD OPEN YET WILL SLOWLY DIE. LET IT SET A COUPLE OF MINUTES AND STARTS RIGHT UP WITH THE SAME PROBLEM OF DYING. I'VE REPLACED BOTH FILTERS, REMOVED AND CLEANED ALL INLET FUEL LINES FROM TANK TO PUMP. SAME PROBLEM. IS THERE A SCREEN FILTER INSIDE THE PUMP INLET PORT? IT STARTS GREAT, JUST WON'T CONTINUE TO RUN. I"M AT MY WITS END.
