Could be an air supply problem, but if so then some thing is clogged up BAD. Prolly feul supply problem. If the tank is slap dab full and the cap or vent is clogged totally up---maybe. Then A- there's a screen or filter or obstruction that you ain't found yet B-there are a group of little problems "that just couldn't be it" like timeing+low compression+shut off out of adjustment+etc. C- the feul pump is so wore out that this is the best it can do. Take a break, have lunch, then do something else and it'll come to you.
