They can be tested,remove them,ground the body of the glow plug and momentarily connect a 12V source to the connector. They should heat up fairly quickly if they are good(you should see a wisp of smoke come off them if there is any fuel or oil residue on them).If the indicator is not glowing,I would check the wiring or switch first and see if you have current present at the glow plugs themselves before condeming the glow plugs.
