1958 IH 350 utility

Hello all I am the proud new owner of a 1958 IH 350 utility with loader and backhoe. It has been a great unit but I have a hard time geting it started. I put electronic egnition and that is great but when I go to start it it will not turn over. If I take the starter out and use a crowbar to turn the engine over a inch or two put the starter back in it starts up. Not sure what to do but had the starter rebuilt and got a new batery and cables... no change... like this from day one. ANY HELP WOULD BE GREAT... thanks Dave
