IH354 plug fouling

I have an IH354 tractor. The problem am experiencing is chonic plug fouling particularly #2& #3: however all will foul eventually. I've had the carb rebuilt, timing and ignition professionally done. Engine has been short block repaired. The problem existed prior to these actions. In cold weather it is worst than warm weather. I still suspect the carb is running super rich,however it is not adjustable and not replaceable due to obsolescence. Has anyone experieced the same? How did you fix? Carb is ZNN British Zenith. Plugs are Champion L90C. Model # A470001B002127 tractor
