Machine hauling truck revisited- CDL ?

Found an International 4900 of interest but it's GVW is 30,000 lb. Have run into folks in the past, who have trucks over CDL required GVW (26K), but have registered their states liscense for their truck at less than CDL weight (25,500 lb, for example), and say that's fine, no problem. But others say if stopped at weight station or whatever, what officers really go by is the GVW plate on the door panel, so a fine is at risk. Which is true ? Another controversy is regarding air brakes. Some say even if below CDL weight, if truck has air brakes you need CDL. Others say no. I did some web searching and found that the North Carolina DOT site specfically says you do not need CDL if under 26K but truck has air brakes. But I noticed an ad on eBay recently where the supposed reason they (in Ohio btw) are selling their 25,500 GVW truck is the air brake/CDL aspect (see below) Sooooo, which is right ?? >Our computer related business purchased this truck without knowing that it has an air brake and now in order to use it we have to have 4 people trained for a class B commercial driver's license, which is not feasible for us (even though I heard it is not hard) , so our loss is your gain<
