How to Kill Cat Tails

I have a low area where "Cat Tails" grow. They are spreading towards a pond I have. I really don't want "Cat Tails to get into this pond.
How can I kill them? I have hit them with Roundup, MSMA, 2,4-D, Atrizine, and am getting ready to use "Ally". So far I just set them back a little.
Anyone have any other ideas?
