Around here, you put out a sign that says "clean fill wanted". You bulldoze the top soil in a pile if necessary, add the fill, regrade so's there no low spot, cover over with top soil and plant a good thick grass. If you have to add a few tons of sand so there's good drainage. ie no wet spot. A buddy of mine had access to some free sand, about 160 tons. The wet spots in his field were slowly covered with about 6 inches of sand and then plowed in. same process the next year. low wet spots are now a good two feet above where they were and the sand helps the drainage, so the water don't lay on top.
