Steam whistle air pressure?

I have a large steam whistle with a l 1/2 pipe opening from an old tomoto canning factory. I have it connected to an air tank with 120 psi . the whistle has a harse sound.. I want to know what pressure these whistles were designed to operate on. I know they don't sound the same on air as steam but what is the best operating pressure. I also have a 3/8 pipe whistle with the same problem.. Thanks.
