Steam whistles will usually sound thin and thready (yes sometimes harsh) on air. The operating pressure is about the same as on steam. (pressures too high will damage the whistle)

The problem is steam acts different than plain old compressed air, so some of the usual harmonic overtones are absent. Some people have tried to richen the sound by injecting water into the air line, it helps some, but makes rather a mess.

What actually sounds even worse is when you blow a whistle designed for air on steam...you get some really weird dissonance
