Wheel Weights vs Fluid ... is there a difference?

I know a guy who just happens to have a tractor where one rear side has no fluid and a wheel weight, and the other side has fluid only. I have no idea how the 2 sides compare in weight, but I got to wondering how they would compare. Say for example, you had 2 identical tractors, one running say 2000 total pounds of steel wheel weight with no fluid, and the other running 2000 total pounds of fluid (no weights). I have no idea if these weight values are even reasonable but it doesn't really matter in this question as long as they're both the same. How would the two tractors compare when working?
