I agree 100% By the way, you mentioned people getting paid for livestock that gets killed by coyotes or whatever.
At my place in central New York - it is state law that the towns have "animal damage assessors." But the damage has to be determined to have been done by a domestic animal to get paid - like someone's dog on the loose. Over 30 years, I've had chickens, goats, one calf, and pigs killed by someone's dog or dogs. Got paid for them but not much. Never had any killed by coyotes. Red fox comes and takes chickens now and then though. Last time a red fox came and grabbed a chicken - we saw a few young fox kits out in the field watching and learning, I guess. The chickens were old and past their prime and in that instance - we let the fox have them. No guns came out. I shot the fox with my camera instead.
