A water transfer project to check is the Mullholland (sic?) aqueduct system to move water from Northern California area to the southern Los Angeles area. Was a project from early in 20th century and some earlier, laws were differenet at the time and no enviromental impact statement required. Current arguments about amount of water required for city and grandfathered usage limits for the northern locals have gone to federal courts, fish needs and farming in Klamath (sic?) basin area was couple years back- fish got enough water to survive, farms and tribe got a little less but could go fish. Persian empire had a irrigation setup with some channels still in use currently in Iran and Iraq, a few other old underground tunnels in Turkey and Egypt. Pick and shovel, basket hauling work at the time used some extra labor available in off seasons-might consider same method with the extra labor available in drug rehab and prison system- seemed to work for Erie canal and other 1800s projects.
