I don't know about the overall feasability of building a big enough & long enough pipeline to irrigate all of West Texas & other parts of the High Plains, but the farmers could easily help pay a LOT towards the overall cost.
Before I got out of irrigated farming, I could spend $3,000-5,000 PER well PER month pumping water... And that doesn't include the costs of the engines, labor to maintain them, the costs of sprinklers, the pump in the hole, etc...
But as the acquifer is weakening and energy prices have risen, those costs just keep going up for the amount of water pumped...
In other words, in those same rough #'s I threw out earlier, a 40 foot pipe of water would be worth somewhere on the order of $150-200 million per year... And probably a lot higher than that, since a pipeline of that nature would run at a lot higher volume/pressure than our typical wells & underground lines...
As a comparison to the natural gas industry - the Ruby gas pipeline that just went in from Wyoming to California was about a $4 billion project, was a 42" line, and will cover about 680 miles.
