Cub fuel issue

Hey, I'm a High School Teacher working on a Cub in our after school shop program. We got the thing running after sitting 5 years, but it leaked all it's fuel out onto the ground. So, we replaced the needle and seat, made sure the float didn't have fuel in it, and replaced the cover gasket. Now when I'm trying to start it, it starts hard and only leaks fuel from the bottom of the carb under the throttle plate. It drips right as I'm trying to start it. Then it acts flooded, but the tractor also drips fuel when I have the choke totally pushed in (as in open). At least all the gas isn't leaking out anymore, but what have I missed??? Thanks for any help!
