Had a similar problem with a Cub I was restoring. (Hard starting and fuel leaking.) New wiring harness and a complete tune up took care of the hard starting. My gas leak was the result of warpage between the top of the carb and the lower bowl assembly. New gaskets did not help. If you held the carb up and looked at it from the side without the gasket installed, you could see the warp between the two parts. A new carb was the answer in my case. Good luck!
