Even if the needle and seat seal perfectly, fuel can comeinto the bowl if the gasket around the needle seat fails to seal. I add a bit of Permatex #2 with a toothpick to that gasket before installing. Doing the Permatex a day in advance is good if the schedule permits. When the bowl is full, the base of the discharge nozzle and the high speed jet are both immersed in fuel. So those gaskets can leak, too. More Permatex as insurance. Every Cub has it's own personality. Try cranking by first engaging the starter with the choke open. If the engine is cold, apply the choke immediately after the starter engages, and just as quicky open the choke. If it fires and wants to die, quickly cycle the choke to keep it running. This will minimize the excess fuel, which will drip from the place provided.
