Farmall H starter?

I have a Farmall H that every once and a while you have to get off and rock the tractor in high gear to get it out of the bad spot in the flywheel. I say it's the fly wheel, but my neighbor claims it's the starter and NOT the fly wheel. and he also said if you put a different starter in, it would work just fine. Whos is right here? Me or my neighbor? T.I.A. DF
