It's almost certain that you're right. If it were the starter it wouldn't help to turn the engine a little.
As Old said, it's really easy to pull the starter far enough to look in, just take the cable off and two bolts.
I've got the same problem with mine for several years now and have gotten so used to it that I might wait until retirement to get around to splitting the tractor. I've got a hand crank (used from Steel Wheel Ranch, they're cheap) and every time I shut the tractor down I hop off and give it a slight turn.
I tried dressing up the bad teeth with a Dremel but it didn't help.
