Super A Starter Problem

Last Year When I purchased my Super A the starter made a terrible engagement noise about half the time. Someone gave me a good used bendix so I installed this in the starter but when I had the starter off the flywheel ring was in bad shape. I reinstalled the starter but it sounded the same. I tore down the A for refurb and put the starter on my Super M. It worked great all last year only I had to crank it off the tractor. I ordered a new ringgear from IHC and installed it on the flywheel and now that the tractor is back together {the Super A} I reinstalled the starter and it does the same thing. Most of the time when you first try to start it it will not engage properly and kick out. Usually the second attempt it does great. This tractor has a new clutch housing thus eliminating that as a problem. Do you`ll have any ideas what to check next other than buy another starter? Thanks for any help, Mike
