Mike,
I used to have a '49 C that would not engage the starter most of the time. I even spent over $70 to get a brand new Bendix from the local IH dealer, no help. Bad flywheel ring gear. You might try some powdered graphite on the Bendix to lubricate it. Might make it thrust forward more and engage properly. Good luck,
