F20 governor about has me whipped.

I need some serious ideas. I can't get the governor to control the throttle. It will idle when the adjuster rod holds the rocker shaft forward, the governor loses control when the rod is pulled back even slightly. It acts like the governor weights are not moving out or not forcing the sleeve and bearing out against the rocker shaft. I have checked and rechecked the linkage and even made sure that the shaft is not turning inside the the weights. When the engine is stopped so that gravity will allow one weight to drop forward I can see that the sleeve and bearing do in fact move out and push the rocker shaft to the idle position. The linkage all the way to the butterfly on the carburetor is working OK. Somehow the weights appear to be violating the laws of physics and aren't moving the rocker shaft. Damn! if only gravity will do it, one would think centrifical force would do it better. The weight pins and bushings have a little bit of slop but are free and there doesn't seem to be any way they could be binding. I sure hope someone has seen this before and can point me in the right direction. In a related subject, can the governor shaft/gear/weight assembly come out without removing the radiator if it comes to that(UGH). And are there any comments on how to insure the gear goes back in the right notch so that I don't lose the timing? Any and all help is appreciated.
